What happened

The Jammu and Kashmir administration ordered an inquiry after a video purportedly showed senior IAS officer Kumar Rajeev Ranjan using objectionable language toward JKAS officer Beenish Wani.

Context and what is known

An inquiry officer has been appointed and officials have been asked to maintain professional conduct. The inquiry will assess the allegations.

Why the distinction matters

A circulating video provides a reason for an inquiry but cannot by itself settle every question about the context or conduct. Investigators will need to examine authenticity, witness accounts and applicable service rules. The identity and privacy of anyone making a complaint should be respected, and an ordered inquiry must not be described as a completed disciplinary finding.
